The Comfort Hotel in Niigata offers good, but basic accommodations. The rooms are small - even by Japanese standards - for two people, but they are not "cramped." We noted sufficient plugs for our various gadgets, and the room had the typical amenities of wired internet, robes and slippers. I believe there was a hot water coffee / tea maker....
