Lets cut to the chase. The city is awesome indeed and, with luck, you might end up getting a room with spetacular views of some of the Tzfat hills. Follow the signs, up and up and back and forth, down the alley to the Ruth Rimonim Inn in Safed. It's charming to see, and has wonderful views. The hotel folks are helpful, and the rooms are lovely. Safed is a charming old city and artist colony. This hotel is located right at the beginning of the old city and the buildings blend beautifully. Our group stopped in Safed/Tsfat for a sabbath weekend recently. The ancient "khan" has been transformed into a modern (?) hotel including restaurant with remains of horse tie-ups in the kitchen! Built on one of the largest hills in all of Israel, the view of the Gallile is priceless. Rooms were quaint but with lots of wood finish. Sculptures scattered around. Amenities were pleny. Beautiful room, clean, unsurpassed views, pleasant surroundings and good sized swimming pool. We spent one evening there and it was cold outside. Only way to keep warm was heating at 28C with it on continuously. No extra blankets in the closet.
