We have recently stayed one night at Nelisse One Hotel.
Our twin room on the second floor was small but adequate and clean. The beds were comfortable. The room had a TV with multiple cable chanels and faced the street with construction sites. The bathroom was small but again clean.
Continental buffet breakfast included in the rate was simple but nice. Usual cold meat, rolls, salad, yogurt and drinks were offered. Reception staff spoke good English and helpful with directions.
The location of the hotel is just outside the city centre area. 3 stops on Metro from the main train station to Bucur Obor station and it's about 10 minutes walk to the hotel. Walk from the metro station to the hotel was not pleasant. We were advised by a helpful local that normal route to the hotel that takes 10 minutes is not safe in the evening. The long way along the main road took about 30 minutes and it still was quite dodgy with lack of street lights and lots of stray dogs...
