Stayed at Empire Wan Chai for a couple of nights in March 2015. The rooms are very small, but this is common for many of HK hotels. Really good, excellent hotel at a budget rate. It is in the route of the free shuttle from Hong Kong station - where you arrive from the airport - for 80 HK$. This is a good hotel. Clean, great value, great location with easy access to subway, trams, buses and ferries. The staff were especially friendly and helpful. There was some street noise, but, hey, this is Hong Kong. If you want a quiet holiday go to the Maldives.

This hotel is very conveniently located in Wan Chai area. You can reach it via MTR (4 mins walking) or trams (2 mins walking, just across the street). There are many eateries and convenient stores nearby. The hotel facilities and amenities are very standard, but the wifi is good.

Hotels are expensive in Hong Kong. So don't expect a luxurious room at many of the hotels in Hong Kong. Empire hotel is very conveniently located on Hong Kong island.
