For a land-based scuba trip PPR is at least equal to the Jean Michelle Cousteau resort in Fiji or the best Kona and Maui resorts. Dive boat at hotel dock, full scuba gear valet and shop on site. I would say this is the only true beachfront resort in Palau. Clearly the BEST and most expensive place to stay in Palau. PPR is still hands down the best resort in Palau. Even though it needs renovation to refresh the overall product, it's still very nice. Stayed there for a while ago, but never got around to doing this review. Staff are very nice and attentive.
