Yes, there are better hotels in Phnom Penh and fancier ones. The NY hotel is from the 1980's likely, and furniture starts getting dated. However, you will probably not find better value for money when in PP, unless you need pool or other amenities. For someone on business or someone into exploring PP all daythime it's a good choice. I traveled in a group and this hotel would never have been my choice. Room on 3rd floor with only a small window, furniture and bed old, worn, and sheets (and towels) were probably clean, but didn't really look like it.
