We loved Tony's Atlantic Hotel! Great location, a few streets away from the Cathedral and other sites. This hotel is located in the historic centre, with numerous shops, restaurants and a market nearby. The price is very reasonable. Of course with aircon and WiFi. Flexible regarding check-in/out time. Reception speaks some English. I stayed there several times already. It is not noisy at nighttime (except if other guests are noisy).

The room cost us $15 and it was relatively clean. Breakfast was not included, but can be purchased for an extra dollar. Pretty nice neighborhood, a ten minute walk to the old quarter. All in all, pretty good.

Stayed here for a couple days, the room is incredibly smelly, the room was old and the walls are cracked. No room services at all, no changing sheets, no changing towels, no hot water, the toothpaste they gave me tasted like shampoo. The air condition sometimes it works, sometimes it doesn't. The Atlantic would be a decent deal except for the incredibly rude and pushy staff. My fiance and I stayed here just one and a half nights while passing back through Hanoi. The Atlantic hotel is a great value, super cheap!
