I live opposite here, and was forced to stay there one night.. and can honestly say it is absolutely dreadful. The lobby looks nice, but the rooms are really dirty and poor quality. They are catering to chinese tour groups, who have little choice once they arove, so they can get away with it/ Avoid

This hotel was built as it suggests in 2000 and is just a regular local 4 star property. This is a great hotel, equal to a Hilton in the US. That is rare in Thailand, but this hotel staff knows Western standards.
