The Gala Hotel in Taipei is not as well positioned as some; but if you're willing to buy an 'easycard' and use the excellent Taipei MRT network, and the occasional (very cheap) taxi - it IS close to everything. The hotel was quiet, we asked for non smoking room, the whole floor was none smoking. The bags were taken to the room for us.
