I stayed at Hotel Eclat for a few nights last year in August. The rooms were quite small and the decoration was too eclectic for me. The service, however, was great, with warm greetings everytime we were coming back to the hotel. Overal, Eclat Taipei is not bad but overpriced and I believe there are much better deals in Taipei.
