Yes, it is right near the main train station and, yes, the hallway carpet is stained. The neighborhood is iffy. The bathroom was clean, thank goodness, and the breakfast buffer was reasonable for the price. Internet Wifi was very slow, even though it was free. A very utilitarian place to stay at best.
