I go to Bremen at least once a year and my first choice for "digs" is always Peterswerder. It's a little way out of the centre (absolutely ideal if you're going to see Werder Bremen play at the Weserstadion, however, which is about 5 minutes away!) but worth the short tram-ride. Unfussy, nicely-maintained spot, with notably pleasant and cheerful staff...
