This place is great! perhaps not for the overly finicky, but it is rated as a 2star after all. Three of us stayed for a night in one of the triple rooms. Plenty of space, nice bathroom and comfortable beds. We enjoyed our stay at the Morand. It is only a 5 min. walk from the station, situated in a quiet area and only minutes away from everything you want to see in Rouen. This hotel feels like a carton box - you can hear every creak all around you, you can even hear the water running through the plumbing when the other guests wash.
