My colleague and I spent four days in El Duque and we had no problems. The hotel location could not be better, everything is close!. The only thing ugly was in front of the hotel at night, a swarm of prostitutes were going up us, offering their services. Also outside and at night, many hustlers asking for money.

Not a terrible place, but there are definitely better options in Santo Domingo for a similar price.
The first room that I was given had a strong (strong) mildew/mold smell and one tiny window. The second room didn't smell, but the peeling wallpaper and rundown furnishings made it less-than-cheerful.
