We were there win Feb of 2014 and went on the Bioluminescent tour. It is easily one of the coolest experiences you can do. We went to the Bio Bay at Fajardo and had a great time. The kayak to the bay is beautiful, with lots of mangrove trees and millions of stars overhead. We have toured the biobay four different times, with four different companies. Kayaking Puerto Rico was hands-down THE best tour! The guides were friendly, accommodating, funny, and helpful. My family and I went on the late / 8 pm kayak tour to the bay. We had never kayaked in the dark before, so that in itself was interesting. Kayaking into a lagoon where you're in the pitch black of night with the only light being the stars and the tour guide says "Ok kayakers splash some water onto your lap" and like a Disney movie your hand illuminates to fluorescent blue when it hits the water and the splash looks like sparkling jewels in your lap.
