We were at the nearby Capitol Building and stopped in. This is a tall building that is definitely showing it age. The quick elevator ride up leads you to an open air observation deck that gives you a great view of the area. It does seem like an opportunity lost here though. It's just a great old victorian folly of a building that demonstrates the use of painted cast iron in the most vibrant and intresting of ways from stairs to columns to interesting architectural emblishments all of which have been left untouched since its inception. I had no idea this existed until a few years ago. You are able to take breathtaking views of the city I only wish they used it for more events.

This is the NEW City Hall - a tall monstrosity but affording great, 360 degree views of the city from the top floor observation deck. Virtually empty in the late afternoon. Free and easily accessed. Glass walls are open at the top so it can be breezy.

I've lived here 18 years and just now discovered this awesome view! And best thing… its free. THE ABOVE ADDRESS IS WRONG. The street number is 900 NOT 901.

There are two City Hall buildings in Richmond. I have to tell you my husband and I appreciated the observation deck on the 19th floor of the NEW City Hall building; you can walk all the way around and see so much of the city. Happened upon the observation deck by chance but we were glad we did. The views are great, from the top you can see the entire Richmond area on a clear day. To get to the deck just enter the new city hall, get in any elevator and press the "OD" or observation deck button.

Great view terrible place but misery loves company. I have been to the city hall which the mayor refers to has the becon of hope and it is when you go to the observation deck you just want to jump off and fly like a bird out richmond.
