There is access. if you really want to canoe or kayak, park at the little park on the north side of Dimond blvd betwen northwood and Arlene. you can put a small boat in there and paddle under the bridge. just stay close to shore as planes have the right of way. Private Access only. We lived a few blocks away and couldn't use it. It was nice to have float planes and helicopters look down on us in our backyard, though.
