We took the cruise that comes with the trolley tours, although we paid for it. Although we didn't get off at the USS Constitution, many did and they may have had the right idea! We were given a free pass to the cruise as part of the Old Town trolley bus ticket and really enjoyed it. It was nice to have someone commentating too but best of all is seeing the city skyline views from the sea - worth going just for this.
