A good alternative for those not wanting to climb up Mt. Maya or pay to go up the Kobe Port Tower. Gives you good views out over the bayside and the hillside. Even on a poor viability day (like when I visited) you can still see pretty much all of Kobe's sights. Head into the City Hall building number one... More

The city hall is in walking distance of Sannomiya rail station, luckily not many visitor before noon, free of charge, there is a sign showing that around 13:00, there will be some kind of art of shade in one of the building (facing mountain), we are not there at that time, and unfortunately the landmark port tower is blocked by... More

Nice view on the city, mountain, harbour and Osaka. A perfect spot to plan your trip while observing the city. There are probably better spots ... but none for free ;)

It was really when i went there... After having a meeting with the govt, it was really refreshing to see the city view from up there... I can see the harbour and sea, while on the other side can see a part of kobe city... In the inside, we can see a view storyboard about the city and tsunami disaster... More

Nice place , not fare from down town . Good weather , good view to city , harbour , kobe airport . There is also a nice restaurant / beer bar , vending drinks machines , any way an hour to relax here is ok . Recomanded for all ..........

This is a free observation floor in the City Hall building. It isn't the highest point in Kobe, not even the top floor in the building, but it is free, has some markers explaining what you are seeing, good for what it is. Free observation hall in Kobe with beautiful day and night views. There are windows to the both sides of the building. Overall it is exceptionally nice for the money and I would seriously recommend to visit it if you ever come to Kobe. Awesome, this is a great view from the top of City Hall and its free... its open pretty late as well and its nice for a quick break.... surely go!

Walked a bit to come here, and took the elevator up. You can see the city from two sides of the building. You can see to the mountains, and to the harbour. This is a buliding lying in the middle of the city, so it has bulidings on two sides, and no windows there. It is free to go there,... More

Located close to Sannomiya station this tall building provides a great opportunity to have a wonderful view of the city. Go to the 24th floor for those panoramic views. Best of all it's for free
