would rate it halfway between average and very good. Long windy drive up to it, Taxi will cost you around 1000 peso return from the city. Arrived just on sunset as the lights where coming out. You can see over Cebu City and Mactan Island, but surprisingly not much further - perhaps because of Cebu's pollution / heat haze.

Well, what can I say about tops. The taxis wanted an exhorbitant rate to go down when i was up there (and complained about the fuel being used to get UP there) so you cant win. Yes, they charge now Php 100 entry, but it is worth it. When i visited it was clean. The food stalls are small and have limited offers, but compared to last time years ago the place has improved.

Very nice city view. Its relaxing but the seats are not so comfortable. The food are also limited. But over all rating its not bad for a first time experience.

Tops is literally the Top Most Outlook for Cebu,,, and it is majestic at sunset and evening,, Just to relax and perhaps have a snack,,but well worth the 30 min ride by taxi,, (go all the way,,do not stop at local eateries on the way up) Enjoy!

The drive up to Tops is long but with the right company, it is actually enjoyable. You get a really nice view of Cebu up there and it gets real cold from late afternoon. It's a good place to have a good bonding session with your friends. I however wish there are more and better food options available.

Getting there is a challenge. It is about 20 minutes from the Cebu City proper and you need a 4WD vehicle as the ascend is really challenging. Although there isn't much to see and do around the area, you'll get to focus on enjoying the view of Metro Cebu from here.
