Skadarlija is the Plaka of Belgrade! A very sweet and cute stone road, with cafes and restaurants right and left, touristic on the one hand, but also with many locals enjoying their night. We were in Belgrade in October 2004. Visit to Skadarlija and dinner in Tri Sesira (Three Hats) in Skadarlija was a highlight of our stay. We sat in the courtyard; it was a balmy evening and the whole of Skadarlija was buzzing with people enjoying the ambience.
