We found this lovely place hidden by scafolding in a local guidebook. They called it the municipal historical museum. It had a delightful exhibition about the earliest history of montevideo, and exhibitions about the Graf Spey on the River Plate, political cartoons and photographs of Berlin. The exterior is undergoing repairs and is completely covered. Inside, there are two rooms which contain historical archives, a display of mate straws and a small football exhibit. Located in Plaza Matriz, it's convenient to visit if you're already in the area, but not worth going out of your way to see. Hours: M-F 12-5:45pm, Sat 10am-4pm. Admission: Free.

El Cabildo is a historic colonial building, perfectly preserved. It's on a very beautiful plaza which is also flanked by the Cathedral and the Ministry of Labor building, which is what is depicted here.

I wouldn´t go out of my way to see the building, but if you are in the neighborhood of Plaza Matriz you may want to take a peek, in fact you can see it from the plaza. It holds some works of art, IMO of fairly minimal value. It was the old town hall, I´m told.
