We were definitely turned off by the graffiti, dirt, and rundown condition of the square (and pretty much the entire city). It's a pivotal place in Valparaiso that you'll encounter no matter what. You have the colonial area in one side, the port in front (with a local improvised bazar in between) , a subway-train station diagonally (use it to go to Viña del Mar!), the local german fire station at the other side (cool history!), one of the oldest buildings... Came here with my dad, had a nice beer and walked down to the puerto and watched a clown performing, there were gift shops and boat tours, they are the best to do at sunset when all the lights come on across valpo. Me encanto! :)

This Plaza should be included in your city stroll along to Ascensur Artilleria, the buildings are impressive, you can find an ice cream and at the harbour side boat rides are on offer. Lots of cars and buses with not much to see. The large monument is under repair. The navy building is interesting only for a few moments.

This plaza seems to be the focal point of the downtown area near the port. We visited Easter weekend when there was a festival with several food trucks, including a VW mini-bus with the top popped open. The Naval Armada and the Monumento a Los Heroes are here. This plaza seems to be a well-known landmark for meeting.
