Apparently they shift modes, with more touristy stuff showing up during the high season. Was just there in August and it was a solid souk/bazar, with local residentis buying everything from groceries to auto parts. Fun to wander through and see the scene.

We visited a spice shop that our guide Tamer recommended. What a gem of a find. The owner took us around the market and introduced us to the different vendors - we felt welcomed and spent a few dollars on true treasures. Enjoyed our trek through this market! The souk (market) of Aswan is full of interesting local crafts, delicious food and varieties of spices. It's streets are easy to navigate and moving through them quite easy. There are a lot of interesting stalls in the market and the locals are here too so it makes for a great place to sight see as well as actually shop. Aswan is a very attractive town and compared to Cairo relatively clean and much less dusty. The bazaar here is not a bad place to spend an hour wandering - this is also a place where locals shop so it is not entirely for tourists.
