El Capitan State Beach is a pretty Pacific Ocean day use and campground in Goleta. We have gone several times; this time later in the day.

Well, The view was nice, we got a camp spot in the reserve portion on the asphalt... No hookups and overcrowded from group sites. We have camped here over the weekend with a large group. Very nice place. Good place with family. bathrooms are reasonably clean. Showers are good. There is a small shop at the entrance to buy the basic things (costly).

The tar you encounter on the beaches in Ventura and Santa Barbara county is not from the offshore drilling. It is naturally occurring oil seep from within the channel.
