There really is not much here but the beach is nice and it is usually calm waters. Mazatlan is not known for snorkeling but there are fish to see. If you want to snorkel you need to go to Cancun or the Caribbean. More

Deer Island is the biggest of the three islands at the north end of town in the Golden Zone. It's uninhabited, and there is really nothing on the island except for a few palapas and run-down buildings.
