I would say best beach in San Juan. Kind of crowded but that makes it great to "people watch". Nice and clean locals and visitors all are here.
This is a city beach and not the cleanest sand in the world. It attracts locals and individuals from some of the hotels. There is a substantial gay population at this beach.
Condado Beach is a public beach, like all beaches in PR. But unlike other nicer beaches like Ocean Park Beach (much recommended), Condado beach actually feels like a public beach. We stayed at the Conrad Condado Plaza right next to this public beach. It was quite compact (small) with no waves to speak of. Perhaps being dwarfed in size and opulence by its proximity to the Condado Plaza contributed to this opinion, but in the three nights we spent we took lots of pictures, but never really bathed there. While there are a couple of nice hotels on this beach, there are multiple crumbling and abandoned properties as well. The beach in front of these properties is littered with cigarette butts, empty beer cans and other trash. Once you get into the water, there are areas that are rocky and not great for swimming. Had a good time at condado beach. We had access to it through la concha hotel, so we used the chairs and towels. The water was nice and warm (found it a bit salty) and the waves were not too strong. The strip it self is not that "wow"....

If you want to stay at a modern hotel on a tourist strip with many other hotels then stay at Condado Beach, but then you can visit any tourist strip and do the same thing. You will not see any difference. The Condado Beach strip is very sterile and commercial.
